This applies to MS Word 2003, not sure in the region of earlier version.
Tools > Options > General Tab > 2nd checkbox down in the departed hand column allows you to swap between white or blue situation.
To change to a black situation you would have to gag the Normal.dot template.
you dont change this setting on the monitor is done via the application your using, since u didnt read aloud what application your using hard to grant advise, i would check the settings page on the application and set the surroundings to black. etc
