how do i set my flicker rate?

Answer:

If you are talking just about the refresh rate stir to the desktop and right click. Go under properties. Then settings, click the advanced button. From here select the adapter type (your video card). Then look for the peak refresh rate. This will ebb and flow for different monitors and the process once you select the adapter type will vary due to different cards. It will read aloud 60Hz or so.
Dont do that
If you do NOT have a Cathode Ray Tube (CRT) monitor type.....

You are wasting your time. LCD, and plasma dislplays are un-affected by this setting.
